abstract

The US sanctions policy on Russia implements restrictive political and economic measures imposed on Russia and a number of Russian individuals and organizations that, according to international organizations and individual states, are involved in destabilizing the situation in Ukraine and poisoning the former GRU colonel S. Skripal in the UK and his daughter Julia with a nerve agent. The article discusses the causes and consequences of retaliatory Russian anti-sanctions against the United States. The aim of the study is to assess the impact of retaliatory Russian anti-sanctions against the United States on the national economy of this country. The paper considers the assessments of the response of the Russian anti-sanctions given by various political figures and organizations and carries out their comparative analysis. An approach to a comparative assessment of changes in the level of economic security of Russia is proposed. The proposed approach to a comparative assessment of changes in the level of economic security of Russia allows us to identify the priorities of the socio-economic development of our country, its economic cooperation and economic confrontation in the context of the sanctions struggle. The level of economic security of Russia can be represented in the form of factors characterizing the levels of security of its national economy, implemented in the framework of economic patronage, economic cooperation and economic confrontation. It is concluded that US anti-Russian sanctions can reduce the level of economic security of our state.

ON METHODS OF MANAGING THE AGRICULTURAL SECTOR OF THE ECONOMY OF THE KYRGYZSTAN REGION

abstract

The article discusses the issues of improving mechanisms for managing the agricultural sector of the economy, which are changing and improving due to changes in the programs of socio-economic and managerial development of the country, in organizational structures of management at all levels, in production management systems, service delivery and distribution systems. The construction of such a system in our country is still at the initial stage, but its creation and effective functioning can ultimately significantly affect the effectiveness of attempts to move from a linear model to a nonlinear one. Moreover, financial institutions, although they are the main link ensuring effective innovative development, are not in themselves capable of providing a reproductive approach to financing innovation. The agricultural sector of Kyrgyzstan is one of the main reproductive sectors of the economy of the republic. It produces 12-14% of national income.

The article highlights the issues of ensuring food security of the Russian Federation, focuses on the fact that currently the agricultural potential of Russia is not fully utilized, land resources remain unoccupied, tens of millions of hectares of agricultural land are not used. The authors distinguish two blocks of problems that threaten food security: a relatively low standard of living for consumers and a deterioration in the reproductive capacities of producers.

THE CONCEPTUAL MODEL OF IMPORT SUBSTITUTION AS A MECHANISM FOR SUPPORTING COMPETITION

abstract

The purpose of this article is to develop a conceptual model of import substitution in the modern world economy and recommendations on the implementation of this mechanism in the economic practice of economic systems. To identify the nature and nature of the impact of import substitution on the modern world economy, this study uses the method of regression and correlation analysis. Using these methods, the author analyzes the relationship between the growth of free trade restrictions calculated by the OECD and presented in the annual reports on the results of monitoring investment and trade measures in the countries of the world (x), and indicators of the development of the world economy. In the course of the study, the author concluded that the protectionism policy, manifested in the introduction of free trade restrictions in the countries of the world and forming the basis of the import substitution mechanism, negatively affects the development of the modern world economy. Nevertheless, taking into account the significant positive effect and the numerous advantages derived by individual economic systems that take advantage of the import substitution mechanism, a ban on its application should not be put in place. At the same time, the use of a contradictory and risky mechanism of import substitution should be regulated and limited. The logic of its application is reflected in the developed algorithm for the application of the import substitution mechanism in the economic practice of modern economic systems. In the case of following the proposed recommendations, import substitution will not lead to a violation of the market mechanism, but only temporarily limit it as necessary with the possibility of subsequent rapid recovery. The unreasonable use of the mechanism of import substitution, as well as the refusal to use it in a crisis, can turn into an inability of the economy to overcome its consequences. This emphasizes the need to turn to the mechanism of import substitution during the recession of business activity in the economy.

CRITICAL EVALUATION OF SEPARATE PROVISIONS FOR PITTING THE PIT

In practice, there are many controversial situations related to the procedure for collecting personal income tax. The article discusses individual cases and it is proposed to amend the Tax Code of the Russian Federation (Tax Code of the Russian Federation) and other legal and regulatory documents to amend and supplement them. In particular, corrections are proposed in the order of taxation of income of citizens of other EAEU member states that they have earned in Russia. The article also critically evaluates the clarifications of the Ministry of Finance of Russia on this issue and a number of others related to the procedure for collecting personal income tax, which he gave in his letters recently.
