Currently, digital platforms, as well as the platform ecosystems that they form, are capable of modernizing entire industries and various types of socio-economic activity. These platforms are becoming drivers of innovation, economic growth and competition. The purpose of this study is to determine the main characteristics and features of digital platforms. A definition of the concept of a digital platform is given. The history of the emergence and development of digital platforms is investigated. The main categories of platforms are described, as well as the problems that are solved with the introduction of digital platforms. The main features, as well as advantages and disadvantages, opportunities and threats associated with the activities of digital platforms are considered. The basic data on the use of digital platforms in the world and in Russia are presented.

ON PUBLIC DEBT MANAGEMENT IN THE EU

The article analyzes the management of the budget deficit and public debt in Western Europe from 2008 to 2015. The dynamics of government spending of leading economies and the balance of government of the European Union are studied. The factors hindering the reduction of public debt in the EU countries are highlighted. We consider countries that have managed to reduce their debt during the indicated period. The concept of fiscal consolidation is clarified and the main instruments for improving the sphere of public finance are analyzed.

In addition, based on the classification of countries according to their degree of involvement in the regional FDI inflow, the role of ASEAN countries is described, which helps to determine the specifics of the distribution of foreign direct investment in the region.

The direction of the structural reform of the national economy is determined by the specific needs of the state, its position in the world economy. The indicated direction is developed on the basis of an assessment of the current state of the country and its desired future state. This article is devoted to the study of the problem of structural transformation in Côte d'Ivoire. The contribution of the sectors of agriculture, industry, services to GDP, the state of employment in Côte d'Ivoire is analyzed. The author considers industry to be one of the pillars of the transformation of the structure of the country's economy. Industrial development should take place through the diversification of the industrial production apparatus by capitalizing on the comparative advantages of Côte d'Ivoire and increasing the processing speed of raw materials, as well as through the development of entire value chains, especially agricultural value chains.

PERSONNEL PROBLEM OF HEALTH IN THE SOCIO-ECONOMIC SPACE OF RUSSIA IN THE CONTEXT OF DIGITALIZATION

An aging population and a decrease in the share of young people lead to an increase in the level of socio-economic risks associated with the provision of a pension system, the conservative nature of the elderly population, the redistribution of resource flows in favor of the elderly rather than the young population, a decrease in the country's defense potential, and the problem of “personnel impact”, and make it more difficult to intensify economy and its transfer to a highly productive channel without the risk of socio-political aggravations. For Russia at present and in the coming years, this problem is highly relevant due to the sharp decline in the birth rate in the 1990s. The digitalization of the economy as a whole and its individual branches can help solve the problem of staff shortages, however, apparently, only to a limited extent: by increasing its role in education and in the development of scientific research. At the same time, the process of development of the economy as a whole and its digitalization in particular will require in the near future only a larger number of highly qualified specialists. Using the example of the healthcare industry, the work examines the state and prospects of the development of the personnel situation in this area. Using a model developed earlier with the participation of the authors, it is shown that in the next decade it is very difficult to expect an increase in the staffing of the industry. This will require special attention to improving the quality of education, including through the development of digitalization, medical research and the digitalization of medical research itself.

In the life of any business entity, many processes simultaneously occur - production, logistics, financial, etc. Each of them in a certain way affects both the current state of the subject and the results of its functioning. To work out justified managerial impacts on the dynamics of the economic entity at any current moment, it is desirable to have a model of its activity in which the strategic objectives of the subject, the impact of its elements, the interaction of the subject with the supersystem, subordinate subsystems, single-level environmental subjects, and start-ups are recorded with the necessary degree of detail conditions and end results. This article attempts to build a descriptive model of the life cycle of an economic entity, which can be used as the basis for strategic planning of its development in the foreseeable future. The model is based on the classical theory of the cyclic development of modern economics and the new economic theory, the system economics, recently developed by the national academic school.

In this aspect, issues related to the supplier determination procedures and post-audit verification processes used in the USA, France, Germany, Canada, Australia and other developed economies to assess the effectiveness of the concluded state contract and the social result obtained are considered. The author analyzes the possibility of increasing the efficiency of the public procurement system with the help of the considered experience applied in these countries. Various methods for assessing risks are considered, their advantages and disadvantages are identified, as well as the possibility of application depending on the goals of diagnosis. The described methods of risk assessment are quite effective and allow you to determine the level of risks and make decisions on their management. However, before applying them, it is necessary to identify risks, describe them, draw up a risk exposure. In this regard, the article proposes a series of sequential actions to identify risks, develops a sequence of drawing up elements of a risk exposure for further qualitative and quantitative risk analysis.

PENSION FUNDS AS A SOURCE OF TNC FINANCING

This work is devoted to identifying the role of pension funds in the activities of transnational corporations. The goals of creating an intra-company model of pension provision in terms of possible risks are defined. The key features of the financing of captive pension funds in conditions of instability are displayed. In the work, empirical research methods were used (retrospective analysis of the structure of investment strategies of non-state pension funds, observation and comparison) and theoretical methods (modeling and graphical interpretation of the analysis results). Based on the results of the analysis of financial statements in IFRS format, investment strategies inherent in Russian captive pension funds are classified. The proposed approach can be applied to study foreign non-governmental pension funds, as well as to compare them within the framework of integration groups.

This scientific work raises the urgent problem of the implementation of the compulsory health insurance system in the Russian Federation. Provided are developed with the aim of increasing the level of functioning, directions in the field of Compulsory and Voluntary Medical Insurance. Prospects for the development of Compulsory and Voluntary Health Insurance systems are demonstrated taking into account the financial and legislative management decisions of these systems. CURRENT STATUS OF THE LABOR MARKET AND FORECASTED DYNAMICS OF WAGES IN THE REPUBLIC OF TAJIKISTAN

In this article, the authors describe in detail the current state of the labor market and wages in some sectors of the Republic of Tajikistan and give predictive dynamics of wages. In the context of the transition to a market economy based on the multifaceted nature of business entities, the study of the problems of the functioning of the agricultural labor market and its further development acquires significance on a national scale. The fact that the republic is in the 8th group in terms of ensuring food security of the country, despite the fact that the country is agrarian, the slow rate of decline in unemployment, lack of jobs or inappropriate wages, partial food dependence, and a number of other factors hindering economic growth, reflect the unresolved problems in the formation and improvement of the labor market in the agricultural sector. The massive outflow of personnel from existing enterprises, the complete collapse of the entire country's system was accompanied by a simultaneous destruction both in terms of labor supply and in terms of demand, which by the mid-90s was already capable of absorbing the country's total labor force. With a relatively low wage, the labor forces, not having a desire to work, searched for other sources of income, without special preparedness and qualifications, thereby causing an imbalance between supply and demand in the domestic labor market. In accordance with this, we have given recommendations for improving the labor market and forecast values.
