CONSTITUTIONAL AND LEGAL FEATURES OF PROVIDING MUNICIPAL SERVICE COMPETENCIES FOR THE IMPLEMENTATION OF THE STATE TERRORISM POLICY

abstract

This article is aimed at creating a common understanding of the totality of the features of the constitutional and legal support of municipal employees in the process of providing them with the competencies necessary to implement the state anti-terrorism policy. Particular attention is paid to two aspects of the activities of municipal authorities in this area: the creation of conditions for the social rehabilitation of convicts who have served their sentences in prison, and the provision of conditions to reduce the volume of illicit arms trafficking. The following principles of the effectiveness of social rehabilitation programs are highlighted: 1) the needs of the subjects; 2) differentiation of risk; 3) development of skills, reform of thinking and behavior. But it must be understood that these parameters must be clearly regulated through regulatory documents. Summing up the results of the study, the authors conclude that the municipal authorities do not have significant resources for deep integration into the processes of implementing the state anti-terrorism policy. However, this does not mean that they should either self-deny or be excluded by higher-level authorities. Most clearly in this study, the social consequences are noted. Of course, it is necessary to take into account the work of law enforcement agencies to reduce the level of organized crime, suppressing the desire of terrorist elements to seek refuge in municipalities in order to prepare terrorist acts, as well as their active opposition to illegal arms trafficking. As for the leadership of the municipalities, it is worth paying attention not only to work with the youth of the region, but also to deeply verified rule-making activities.

The article in a historical retrospective examines the theoretical views of Russian and foreign scientists on the problem of determining and measuring the effectiveness of individual enterprises and groups. In the process of the study, the points of view of leading scientific schools on this issue, a large number of modern works, allowing to identify the main trends that affect the procedure for determining and measuring the effectiveness of enterprises and groups at the present stage of development of society, the focus of attention of the scientific community, and discussion issues were studied. In the course of analyzing the totality of different points of view, proposals were made regarding the improvement of the scientific apparatus of the theory of efficiency in the context of modern social development and a model for calculating the indicator of integral strategic effectiveness was proposed; these proposals are unique and have a scientific novelty.

The current stage of world economic and social development is characterized by a significant impact on digitalization. The article discusses the issues of determining factors of influence on mortality. An analysis of studies on this topic and an assessment of the contribution of various groups of factors to premature mortality were performed. Life expectancy in the Russian Federation is considered and a comparative analysis of this indicator with indicators of foreign countries is carried out. Also studied the causes of mortality in the Russian Federation, taking into account the gender factor. The main causes of mortality among the male and female population are determined. Conclusions are drawn about the characteristics of mortality factors and their contribution to mortality in the population of the Russian Federation.

ASPECTS OF GRAIN PRODUCT SUBCOMPLEX OF AIC OF LIPETSK REGION

The article reveals the problems of the development of the grain product subcomplex, which is the main element of the country's agro-industrial complex. The essence of the subcomplex is considered as the basis of the food security of the country and individual regions by crop production. A statistical analysis of agricultural indicators made it possible to assess changes in crop production, sown areas of grain and leguminous crops, the amount of fertilizer applied per hectare of agricultural crops, and the yield of grain and leguminous crops. The risks that impede the effective development of the grain product sub-complex are identified. State programs for the development of agriculture and regulation of agricultural products, raw materials and food markets of the Lipetsk region are considered. The main directions of the development of the plant growing industry and the formation of the food supply level of grain subcomplex products are presented.

ABOUT THE HOUSING MANAGEMENT SYSTEM UNDER NEW ECONOMIC CONDITIONS

The article is devoted to the problems of development in the field of housing in modern conditions. The housing sector is experiencing significant difficulties associated with an acute shortage of finances, a poor material and technical base, insufficient qualifications of personnel, the mismatch of housing policies with the real requirements of the time, and the lack of systematic regulatory aspects of the activities of small businesses in terms of their relationships with government and consumers. The lack of the necessary economic and legal support for small businesses hinders the further development of the country's housing and communal services, which makes it extremely difficult to attract investment in this area. Housing, along with other utilities, remains subsidized; its maintenance places a heavy burden on consumers and the budgets of local executive bodies. Departmental monopolism, the low quality of the services provided and inefficient management also determine the need for reforming the housing sector by demonopolizing it, actively involving small businesses, switching to break-even mode and focusing on improving the quality of work and services provided to residents of apartment buildings. Measures to reform this sphere are a requirement of the time and are aimed at introducing market relations and developing competition between service providers. In this regard, the state legislatively establishes requirements for the technical and sanitary state, stable functioning, proper operation and maintenance of the existing housing stock, its engineering and communal provision.

INSTITUTIONAL BASES OF INSOLVENCY MANAGEMENT IN THE BANKING SECTOR

The article analyzes the regulatory documents on insolvency in the banking sector, discusses in detail the innovations of 2014-2017, as well as their effectiveness and the development of measures to prevent insolvency of credit organizations. Separately, the goals, processes and performance of the Deposit Insurance Agency (DIA) are analyzed as one of the most important institutions for the prevention of bank insolvency and for their further financial recovery. Also considered are innovations in the banking regulation system that appeared during the financial crisis of 2014–2017. New mechanisms and principles for preventing bankruptcy of financial organizations are noted. Separate updates are described in relation to the practice of reorganization, as well as the prospects for its change. In particular, the additional powers that have appeared in the DIA are analyzed, and their effectiveness is examined.

STRENGTHS AND WEAKNESSES OF THE ORGANIZATION: QUANTITATIVE EVALUATION

The article considers the problem of building a model of the main indicator of a socio-economic system - its state. The factors shaping the state of the system are determined. Next, factors that are considered strengths and weaknesses are identified, and features for taking into account strengths and weaknesses are indicated. Then the problem of constructing a state model is formulated. Multivariate state models are offered - static and dynamic. Their advantages and disadvantages are considered. Their economic meaning is investigated. Then the reader is offered paired models of the state of the system, depending solely on time. The indicators of model quality are investigated. Based on the calculations made, conclusions are drawn about the possibility of modeling the state. In conclusion, the author raises the problem of identifying the factors included in the model, outlines ways to solve it.

The features of escrow accounts as a new introduced element of the mortgage lending system are described. The development of tourism as an industry cannot be stable, since under the influence of the level and real content of incomes of the population, the value of the currency, the demand for services of the tourist and recreation complex changes and there is a reorientation to external or internal tourism. With inflation and an unstable national currency, the tourism market is becoming vulnerable. This article analyzes the state and dynamics of nominal and real incomes of Russians, the ruble exchange rate, and the tourist and recreational complex of Russia. The main problems of import substitution in the Russian tourism market, which are caused by both external and internal factors, are identified. The main directions of further development of the domestic tourism business are proposed.

QUANTITATIVE ASSESSMENT OF THREATS AND OPPORTUNITIES FOR THE ORGANIZATION

The article examines quantitative estimates of the impact on the organization of environmental factors. First, a definition of the external environment is introduced, factors of direct and indirect impact are established and listed. Then environmental factors are seen as threats and opportunities. The characteristic of factors from the point of view of a systematic approach to organization is given. Each factor is assigned a quantitative assessment, from the totality of which we obtain a common, integral assessment of the external environment. Two models of the external environment are proposed: analytical (matrix) and graphic. The example shows the analysis of the external environment using both the matrix model and the graphical model. In conclusion, indicators are introduced that adjust the speed of the organization's development when environmental factors change. An example is given and an interpretation of the results is given.

In modern conditions, there is an urgent need to develop methodological and methodological foundations of the theory of assessment and quality management of models or, girlfriend, model qualimetry. This theory, which is an integral part of such a scientific branch of knowledge as quality management, can itself be decomposed into many private applied theories in which the quality of models used in a particular subject area should be evaluated. The construction and subsequent verification of the operability of the obtained models is a complex and iterative process, as a result of which an acceptable level of confidence of the researcher is achieved that the results obtained using the final model will be practically useful.

The article discusses the results of an empirical study of the activities of non-governmental organizations in modern conditions. In Kyrgyzstan, as in other post-Soviet states, one of the main strategies of the democratization policy was the creation of a strong civil society that spreads democratic ideas among the population and controls the actions of the government (and also, if necessary, opposes it). To what extent has the goal of this project been achieved and has civil society become an effective part of the country's social system? The focus of this article is the Western liberal democratic model of civil society, which was introduced in Central Asia by the external community of actors as an important component of the democratization policy in the region. In accordance with this model, the concept of civil society in Kyrgyzstan was directly associated with democracy, which should be built in the country. External actors proceeded from the fact that the establishment and revitalization of civil society will contribute to the development of democracy. In particular, it was believed that NGOs, as a component of civil society, would promote democratic reforms and promote government liberalization by raising public awareness of government actions, monitoring the implementation of national and international human rights provisions, implementing democratic governance principles, and combating abuse of office by the authorities and corruption.
