abstract

In the course of economic and institutional analysis, it is proved that economics and law have a common cause. Rarity of resources is the cause of economic relations between people, which are regulated by law. The essence and boundaries of economic science and the economic approach, the role of laws in the economy are revealed. It is proved that without effective laws the economy cannot be effective. The relationship between law enforceability and institutional traps is shown.

In the conditions of rapid development of innovations in the world in the production of high-tech products, there is an increase in the demand for raw materials used in such complex science-intensive industries as engineering, instrument making, aircraft manufacturing, space industry and others. At the same time, it is important to provide these industries with new structural resources that allow them to develop products that meet all the needs of industries, eliminating undesirable factors of metal corrosion and their rapid deformation. This required the search for new technological developments in the production of structural materials as the main resource for the production of innovative products.

IMPROVEMENT OF OFFSHORE APPLICATION IN RUSSIA AS A TAX PLANNING TOOL

abstract

The financial centers of offshore countries are an important component of the global financial structure of the world. A comparison of financial indicators reveals the need to analyze the reasons for the competitive advantage of advanced offshore zones and consider the offshore activity of different countries in terms of rational use and application in our country. The experience of offshore politics in developed countries and world-wide offshore centers with the participation of international organizations is useful for Russia, since it allows us to identify the main steps to increase economic competitiveness. The author of the article draws on the experience of a number of leading financial centers that have managed to turn tax incentives to individuals and companies into an inexhaustible source for economic growth, successfully combining these processes with the creation of transparent state regulation systems. The article concludes that for Russia it is necessary to be more active in the offshore business, and this is becoming increasingly relevant with increasing competition in the pursuit of world capital.

It is concluded that the level of economic security in Japan will increase with the implementation of the relevant agreements.

The article explores the state of the labor market in modern Russia and defines the role of small business in this market. It is concluded that modern non-standard forms of employment are becoming the most appropriate in the conditions of the post-industrial economy. A direct relationship was noted between the rates of economic growth, the increase in precarious work and the development of small business in the country. It is proposed to change the support system for small and medium-sized enterprises, the creation of a state body that would be responsible for the analysis and evaluation of this area.

ABOUT THE HOUSING MANAGEMENT SYSTEM UNDER NEW ECONOMIC CONDITIONS

The article is devoted to the problems of development in the field of housing in modern conditions. The housing sector is experiencing significant difficulties associated with an acute shortage of finances, a poor material and technical base, insufficient qualifications of personnel, the mismatch of housing policies with the real requirements of the time, and the lack of systematic regulatory aspects of the activities of small businesses in terms of their relationships with government and consumers. The lack of the necessary economic and legal support for small businesses hinders the further development of the country's housing and communal services, which makes it extremely difficult to attract investment in this area. Housing, along with other utilities, remains subsidized; its maintenance places a heavy burden on consumers and the budgets of local executive bodies. Departmental monopolism, poor quality of services and inefficient management exacerbate the need to reform the housing sector by demonopolizing it, actively involving small businesses, switching it to breakeven and focusing on improving the quality of work and services provided to residents of apartment buildings. Measures to reform this sphere are a requirement of the time and are aimed at introducing market relations and developing competition between service providers. In this regard, the state legislatively establishes requirements for the technical and sanitary state, stable functioning, proper operation and maintenance of the existing housing stock, its engineering and communal provision.

INFLUENCE OF DIGITALIZATION ON THE FORMATION OF COMPETITIVENESS OF COMPANIES

The article analyzes the key elements of the digital economy. Technologies such as the Internet of things, artificial intelligence, blockchain, and also neural networks are examined with the aim of revealing their influence on the formation of companies' competitiveness. The value of digital solutions is growing steadily, and to strengthen their competitive position, companies need to resort to the introduction of various kinds of digital technologies. The most widely used solutions are based on artificial intelligence, which can significantly reduce costs, forecast demand, and optimize the activities of companies. In this article, special attention is paid specifically to the retail sector, as companies operating in the B2C segment are faster and easier to digitally transform. Digitalization is transforming familiar patterns of industry markets. Thus, the growth prospects of national economies, industries and, in particular, companies are determined. The largest companies are investing in digital transformation to gain competitive advantage in the long run. However, the lack of common standards, infrastructure, legal uncertainty holds back the potential of digital technologies. As part of this, companies should pay great attention to the adoption of new management approaches, the restructuring of organizational structures, as well as the development of a collaborative company culture, which implies tolerance for failure and a willingness to experiment.

FACTORAL EVALUATION OF THE EFFECTIVENESS OF APPLYING TAX RATE BY UST BY REGIONS

The system of regional regulation of the agricultural sector is carried out through the application of various mechanisms of influence, among which the establishment of the tax rate occupies an important place. The level of the tax rate determines how much the producer will be limited in provision with current assets. Considering that the efficiency of agricultural production depends on a number of objective factors, the level of the tax rate should directly correspond to these conditions. In this article, the authors developed and proposed their own methodology for determining the effective tax rate for a single agricultural tax, based on ensuring a correlation between regional features of agricultural production and the level of tax rates. Based on the results of testing this methodology, the levels of effective tax rates for the selected regions were calculated. Based on the results obtained, a comparison is made of the effective tax rates and the established rates for unified agricultural tax in the regions.
