abstract

The article proposes an approach to a comparative assessment of the level of economic security of a region. The economic security indicators of the Far Eastern regions are examined: the gross regional product, the gross grain harvest, the volume of investments in fixed assets, the unemployment rate, domestic current expenditures on research and development, the share of innovative products in total industrial production, the share of individuals with cash incomes below the subsistence level , decile coefficient of differentiation of incomes of the population and the share of engineering and metal processing in the total volume of industrial production. Using statistical and econometric methods, the prospects of changing the level of economic security of the border Far Eastern regions of the Russian Federation are estimated. The approach to ensuring economic security of the border Far Eastern regions of the Russian Federation in modern conditions is analyzed. The proposed approach to a comparative assessment of the economic security levels of the border Far Eastern regions of the Russian Federation allows us to identify the priorities of regional socio-economic development in modern conditions. It is concluded that in the context of Russia’s implementation of its “Eurasian mission”, the task of ensuring regional economic security of the border Far Eastern regions of the Russian Federation remains a priority.

abstract

This article discusses issues related to the implementation of the state innovation policy in Kyrgyzstan, and the role of small business in the formation of an innovative economy. As you know, state innovation policy is understood as a set of goals, as well as methods by which state structures influence the economy and society as a whole, initiating and increasing the economic efficiency of innovation processes. Currently, innovations permeate literally all aspects of economic life, and state innovation policy is increasingly intertwined with other components of state regulation of socio-economic processes. In this regard, measures of state innovation policy can be divided into creating a favorable economic and social environment for innovation and directly initiating and regulating innovative processes. In order to create favorable conditions for the development of small business, it is necessary to ensure the transfer of state support functions to the level of regional management systems. This, in turn, will expand the access of small and medium-sized enterprises to receive subsidies, reduce the time for consideration of applications for their provision. One of the directions of assistance of the municipal authorities to small business on their territory may be the creation of infrastructure specializing in its support.

Subject of research: the process of consideration and assessment of the main problems in financing agricultural organizations in the region. Objective: to identify and evaluate key problems in financing agricultural organizations in the region. Research methods - analysis, synthesis, economic and statistical. Research results - 3 groups of problems were identified in financing agricultural organizations in the region. The scope of the results is agricultural organizations of the Stavropol Territory. Conclusions: problems in financing agricultural organizations in the region include the extreme complexity, duration and bureaucracy of the process of obtaining state financial support, corruption in the consideration of applications, worsening of the general economic situation due to the introduction of economic sanctions, etc.

This becomes especially relevant in the conditions of a modern market economy, when the results of organizations' activities largely depend on the quality of professional activities of employees at all levels of management. The author of the article considers a detailed analysis of the productivity of the personnel of the organization. The author also analyzes the main indicators of the efficiency of labor utilization of a modern organization. The empirical basis of the study is the data of a modern organization.

The subject of the study is the best Turkish experience in the activities of Denizbank, a subsidiary of Sberbank of Russia. Purpose: to determine the possibility of using the best Turkish experience in the implementation of innovative products in Russian banks. Research methods - induction, deduction, analysis, synthesis. Results of the study: the manufacturer’s card as an innovative Turkish banking product must be used in Russian banks. The scope of the results is Sberbank of Russia, other Russian banks engaged in agricultural lending. Conclusions: it is advisable to use the manufacturer’s card mainly in agricultural regions of the Russian Federation.

This article explores issues related to the assessment of risk factors of small businesses. Considering small business, it should be noted that its functioning occurs under certain conditions, which constitute the entire business environment. As an integrated complex system, the business environment is subdivided into an external, as a rule, independent of the entrepreneurs themselves, and internal, which is formed directly by entrepreneurs. Accordingly, risk factors are also usually divided into external and internal. In modern conditions, the implementation of entrepreneurial activity is fraught with a wide variety of risks. A high degree of risk stems from the very nature of entrepreneurship, which is determined primarily by the innovative component. Entrepreneurial activity refers to a specific type of social behavior that is implemented in a system of market uncertainty and risk. Entrepreneurial risk is, on the one hand, a possible, probable loss of resources in the process of conducting entrepreneurial activity and failure to achieve the previously planned final results, and on the other hand, entrepreneurial risk can result in a larger income than was planned before certain operations were carried out.

SYNERGETIC KNOWLEDGE BASES FOR INNOVATIVE PRODUCTION

The article discusses methods and means of integrating industrial and digital revolutions. The industrial revolution is associated with the innovative development of the Russian Federation. The content and planned indicators of this development are given. The digital revolution is often based on the introduction of artificial intelligence methods. The actual direction of the further development of information technologies for the development of intelligent systems for the creation of innovative industries is the joint use of methods and means of various disciplines. Methods are described that significantly expand the range of combined methods for reaching the interdisciplinary level of integration. This means the inclusion of not only soft computing methods, but also clear calculations of classical artificial intelligence, as well as mathematics and programming theory. A diagram of the classes of objects of the synergetic knowledge generation system is given, as well as examples of the interface of this system. Geometric and mathematical knowledge in a synergetic system is described.

TOPICAL ISSUES OF THE TURKMEN-RUSSIAN COOPERATION: JOINT EDUCATIONAL PROJECTS

The article discusses a range of issues covering the bilateral humanitarian cooperation of Turkmenistan with the Russian Federation at the present stage. The aspects of interaction between the two states in the field of education are investigated. The role of joint educational projects in enhancing interstate partnership is shown. The main attention is paid to the study of the activities of the joint Turkmen-Russian secondary school named after A.S. Pushkin in Ashgabat and the Turkmen school named after Makhtumkuli in the village of Funtovo. The study also emphasizes the importance of successfully implementing unique joint educational projects in further strengthening and expanding the Turkmen-Russian humanitarian ties.
