EMPIRICAL STUDIES OF THE ACTIVITIES OF NON-GOVERNMENTAL ORGANIZATIONS OF THE SOCIO-CULTURAL SECTOR OF KYRGYZSTAN

abstract

This article discusses the peculiar results of an empirical study of the activities of non-governmental organizations in modern conditions. In Kyrgyzstan, as in other post-Soviet states, one of the main strategies for democratization policies implemented by the international donor community was the creation of a strong civil society that spreads democratic ideas among the population and controls the actions of the government (and also, if necessary, opposes it). To what extent has the goal of this project been achieved and has civil society become an effective part of the country's social system? The focus of this article is the Western liberal democratic model of civil society, which was introduced in Central Asia by the external donor community as an important component of its democratization policy in the region. In accordance with this model, the concept of civil society in Kyrgyzstan was directly associated with democracy, which should be built in the country. External factors proceeded from the fact that the formation and revitalization of civil society will contribute to the development of democracy. In particular, it was believed that NGOs, as a component of civil society, would promote democratic reforms and promote government liberalization by raising public awareness of government actions, monitoring the implementation of national and international human rights provisions, implementing democratic governance principles, and combating abuse of power by the authorities and corruption.

Innovative enterprises have a great influence on technological progress in general. The introduction of innovations forces companies to seek better ways to produce goods or services, as well as reduce production time. The presence of employees interested in creating innovation matters - managerial personnel focused on risk and creating innovation are needed. A competent manager will be able to organize the work of personnel and production in the best way: the company will receive economic benefits, employees will be satisfied with the work. It is important to consider that many factors influence the result: both internal and external. The task is to analyze the risks and obstacles and choose the optimal algorithm of actions with minimal losses.

The article discusses the law enforcement practice of conducting ethnological examination in the Republic of Sakha (Yakutia). The study was based on materials collected by the authors during practical activities in preparing documents for business entities in preparation for an ethnological examination, scientific and methodological support for the activities of associations of indigenous minorities of the Republic of Sakha (Yakutia) in cooperation with subsoil users. Practical recommendations are given on improving the current legislation regarding the implementation of state guarantees to small nations for compensation for damage resulting from damage to their native environment when carrying out economic activities by third parties.

ON THE RELEVANCE OF STATE SUPPORT FOR SMALL AND MEDIUM BUSINESS

abstract

In scientific work, small and medium-sized businesses are considered from the point of view of the basic component of a market economy. The process of development of small and medium-sized enterprises requires regulation by the state in connection with its features. The article analyzes the forms and methods of supporting small and medium-sized businesses in different countries, reveals positive experience. In the Russian Federation, the regulatory and organizational foundations of state support for small and medium-sized enterprises have been formed. The role of the Government Commission on Competition and Entrepreneurship Development is identified. The Ministry of Economic Development implements state financial, organizational, informational support for small and medium-sized businesses. At the present stage, the SME Corporation acts as an institution of development in this area.

The article designed a model of the infrastructure of the rocket and space industry at the mega-, macro-, meso- and micro-levels of the economy and politics. The synergistic interaction of the enterprises of the rocket and space industry and the military-industrial complex of Russia is presented. The functional of subjects of the state and real sectors in missile and cosmetic activities both at the global and national levels was determined, including: Proton-PM PJSC, Iskra NPO, NPO Energomash JSC, and Khimavtomatika Design Bureau JSC GKNPTs im. MV Khrunichev ", RSC" Energy "named after S. P. Korolev, JSC “NPO named after S. A. Lavochkin”, JSC “Space Systems”, etc. The IT-development and software used by organizations included in the rocket and space industry (RCP) and military-industrial sectors were highlighted complex (MIC), identified significant shortcomings in ensuring the information, economic, financial and technical security of commercial data.

Today, the labor market is affected by the intensification of economic relations, the openness of the economy and the growth of international labor migration. In political and scientific discussions on labor restructuring, new forms of human participation in work and training are discussed in many contexts and in accordance with the concepts of employment and lifelong learning, institutional, socio-demographic, macroeconomic factors, the international environment, and characteristics. personal qualities of the employee, his preferences, values ​​and life guidelines have a significant impact on the functioning of the labor market. Understanding how the labor market and training systems are structured at the national level is important because work, an individual career, is contextually embedded in these two systems. The process of regulation of the labor market by the state involves systematic and thoughtful actions that minimize the negative aspects of the market mechanism.

EVALUATION OF ANTI-CORRUPTION CONTROL IN THE SYSTEM OF ENSURING ECONOMIC SECURITY OF THE RUSSIAN REGIONS

The article analyzes the problem of differences in understanding the terms “corruption”, “anti-corruption control” and “economic security”. In conditions of monopolization and oligopolization of the economy at the local level (within the municipality) or within the whole region, the identification of corruption facts becomes a way to avoid not only property losses, but also social tension. Inaction in the regional anti-corruption control can affect both the activities of economic entities serving socially significant spheres (healthcare, education, housing and communal services), and the political and economic situation of the entire subject of the federation. Therefore, in the framework of this article, the author analyzed the regional level of anti-corruption regulation in the aspect of anti-corruption control and the impact of economic interests on it.
