The implementation of the goals of these priorities opens up opportunities for the implementation of investment projects, which should be taken into account in the strategy of socio-economic development of each region of the Russian Federation. The economic potential of the region needs to be managed, distributed and used in order to improve the quality of life of the population.

Subject / topic. The military component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA occupies an important place in the realization of American aspirations to maintain a leading position in various regions of the world. Goals / objectives. To assess the impact of the military component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA on the implementation of current American policy in Central Asia, the Asia-Pacific, Euro-Atlantic regions, the Arctic, the Middle East and other regions of the world. Methodology. The paper considers the assessment of the influence of the military component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA. Results. An approach to a comparative assessment of the influence of the military component of the policy of the United States of America in the "strategic triangle" of Russia-China-USA is proposed. Discussion / application. The proposed approach to a comparative assessment of the influence of the military component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA allows us to identify the priorities of Russia's policy in Central Asia, the Asia-Pacific, Euro-Atlantic regions, the Arctic, the Middle East and other regions of the world. Conclusions / relevance. A comparative assessment of the influence of the military component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA can be used to substantiate recommendations to the military-political leadership of our country. HUMAN RESOURCES STRATEGY UNDER THE CONDITIONS OF STRUCTURAL TRANSFORMATION OF ITS ECONOMY

abstract

Structural restructuring of the region’s economy requires that each element of the socio-economic system, but primarily the production subsystem and the training subsystem, correspond to each other. The mutual correspondence of these subsystems provides not only a reduction in the severity of the socio-economic problems of the region (unemployment rate, labor migration, etc.), but also determines the degree of realization of the region’s human capital. This circumstance necessitates the development of a personnel strategy in each constituent entity of the Russian Federation. In this article, based on a study of the socio-economic dynamics of individual types of economic activity and the prospects for their development, a personnel strategy is proposed for each of them. The practical implementation of the approaches described in the article will ensure the creation of a training system in the region that meets the needs of regional development.

IMPROVEMENT OF PENALTY SANCTIONS FOR SEPARATE TYPES OF VIOLATIONS OF THE TAX CODE OF THE RUSSIAN FEDERATION

The article analyzes and critically evaluates the current regulations on fines for companies for certain types of tax violations they have committed. In particular, for the failure of the auditor to submit the required documents; untimely submission of financial statements to the Federal Tax Service (Federal Tax Service) or its submission in incomplete volume, violation of the established procedure for its submission; non-compliance with the timing of the transfer of personal income tax to the budget. Specific shortcomings were revealed in accordance with the established procedure for imposing fines on legal entities and officials for each of the above offenses. Suggestions have been made to improve the applicable penalties.

DYNAMICS OF REGIONAL PRICE LEVELS IN RUSSIA

In the transition period from a command-administrative to a market economy, the regions of Russia developed differently - in particular, significantly differing in price levels, wealth, and remoteness from economic centers. In this paper, we study the relationship between these indicators in dynamics for 2002–2019. It is shown that over the entire time there is a convergence of regions at prices. At the same time, during the period of rapid growth (2002–2008), and also after 2014, goods became more expensive in rich regions (during the global economic crisis and the recovery period of 2009–2014, this trend became insignificant). Also in the period 2002–2014. Outstripping price increases were observed in the most remote regions. In the past five years, this trend has been reversed. A number of more subtle dependencies were identified using panel data models.

In this study, the authors evaluate and analyze the competitiveness of MMC Norilsk Nickel. Common methods for assessing the competitiveness of business entities are analyzed. The authors showed that in order to assess and further analyze the competitive status of an enterprise, the most accurate is the dynamic method for assessing the competitiveness of business entities. The methodological tools of the dynamic method for assessing the competitiveness of enterprises are briefly described, its methodological principles, as well as the possibilities of identifying factors of competitiveness formation are revealed.

DIGITAL TRANSFORMATION OF THE RUSSIAN ECONOMY UNDER SANCTIONS

The active development and implementation of digital technologies in all spheres of human activity leads to a change in the established way of life and poses new challenges for the state to provide the necessary conditions for accelerated technological renewal, contributing to the innovative development of the country. The spread of digital technology expands the possibilities of quick and effective interaction of all participants in socio-economic relations at a qualitatively new, high-tech level. In this regard, increasing the pace of digitalization and modernization of the Russian economy acquires a special role, which is significantly hampered by constantly expanding sanctions by the US and the EU. The article considers the main directions of digital transformation in accordance with the national program “Digital Economy of the Russian Federation”, measures taken to disseminate information technologies at the present stage are studied. It is concluded that sanctions restrictions not only pose a threat to the Russian information technology market, but also open up opportunities for growth and development. It is necessary to actively develop import substitution policies in the field of digital technologies in order to increase the competitiveness of national software products, increase their popularity among the population, business and ensure the country's cyber security.
