The article discusses the features of the information society and the development of the digital economy, which have actualized the problems of both security itself and the economic security of society and individual structures. The historical perspective of the problem under consideration gives an idea of ​​the genesis of its current state. The ontological, epistemological, methodological foundations of the study of this phenomenon are formulated, as well as the conclusion about the need for conceptualization of the very concept of "security".

HIERARCHY AND DUALITY IN STRATEGIC MODELS OF SOCIO-ECONOMIC SYSTEMS

abstract

The article examines the most important types of relations between economic systems of various scale, localization and purpose for the economy. It is shown that at the strategic level of description, the set of binary relations in a variety of economic systems can be conditionally divided into two polar groups: relations gravitating to the “pole of inequality” (structural, chronological and regulatory hierarchies), - hierarchical relations; relations gravitating to the “pole of equality” (relations of symmetry and duality) are egalitarian relations. The role of hierarchical (antisymmetric) and egalitarian (symmetric) relations in the economy, in particular in the Russian economy, is revealed. The necessity of taking into account the relations of these two types when developing an enterprise strategy is substantiated. Particular attention is paid to duality relations - less noticeable to a strategic observer than hierarchical relations. It is shown that duality relations are based on relations between a system and its immediate immediate environment. A structural-functional model of such relations based on the double tetrad model is proposed. The results of the study are projected onto the methodology of strategic economic planning. The structure of sections of the strategy of the enterprise as a whole and its divisions is being specified.

The article provides an overview of global consumer goods markets, including the Russian one. Basically, the trends in the development of the situation are the result of the influence of macroeconomic factors associated with the consequences of overcoming the global financial and economic crisis of 2008-2009. Trading companies overcome the remaining difficulties in the markets of developed and less developed countries mainly due to the consolidation and reduction of employees. Nevertheless, companies that are actively connected to the use of digital technologies and increase their competitiveness by reducing transaction costs and maximizing proximity to consumers benefit.

The purpose of the article is to justify the use of the competency-based approach as a tool for implementing intellectual capital management procedures. The thesis is substantiated, according to which the competency-based approach can be used as a means of managing human capital, reflected in the non-material assets of market entities. The features of using the competency-based approach in making personnel decisions are considered. It is shown that it is possible to use the features of a multi-level description of competencies in the development of intellectual capital. A description of the possibilities of using the managerial aspects of communicative activity when making personnel decisions related to intellectual capital is made.

IDENTIFICATION OF FACTORS INFLUENCING SUCCESS OF TRAINING AT MOOC-COURSES

The article discusses a data set containing information about MOOC courses of the American edX platform. A description of the variables included in the set is generated. Variables selected for regression analysis. Two samples from the general population were formed: training and control. A model of multiple linear regression is constructed. Checked the quality of the constructed model. Identified values ​​that could potentially be attributed to emissions. Recommendations are formulated for course developers based on the obtained model data.

NON-PURPOSE USE OF BUDGETARY FUNDS AND ITS IMPLICATIONS

The article explores the theoretical foundations of misuse of budget funds. The author examined cases of violation of the Budget Code of the Russian Federation in terms of spending budget funds for purposes that do not meet the conditions for their receipt, as determined by law or budget decision, consolidated budget list, budget list, estimate of income and expenses, as well as other legal grounds for the provision of these funds documents, while analyzing the consequences of these violations. The study suggests ways to prevent violations of budget legislation in the form of misuse of budget funds, ways to reduce risks and the facts of their commission in order to increase the efficiency of budget funds and quality budget execution of expenses. The relevance of the article is due to the importance of understanding the prevention of misuse of budget funds and the importance of the efficient execution of budget expenditures, which determines the level of stability of the financial and budget system and, as a consequence, the social and economic development of the country.

PROBLEMS OF INNOVATION COMMUNICATIONS IN THE NATIONAL INNOVATION SYSTEM OF THE RUSSIAN FEDERATION

abstract

Building a national innovation system is a complex, multi-stage task that requires time, a systematic vision, strategic goal-setting and consistent actions to achieve your goals. Despite significant efforts by the state to create an innovative infrastructure, the problems of communication between the subjects of the national innovation system of the Russian Federation continue to be relevant and impede the development of an innovative type of economy in our country. This article is devoted to a study that allowed us to identify and structure problems related to the communicative processes of participants in the national innovation system of Russia (NIS RF). The opinions of experts on the current state of innovative communications in our country and examples of “communication gaps” are given. The results of monitoring the work of information and communication platforms created by state bodies in 2012–2014 are presented, which allow us to talk about the need for more consistent actions and maintaining rational continuity in the development and implementation of government programs and strategies. The directions of further development of the national innovation system based on the concept of the quadruple spiral are proposed. Suggestions are formulated for the implementation of practical steps to form horizontal-type network innovation ties that will be most appropriate for the structure of knowledge reproduction in our country.

SYSTEM ANALYSIS OF PROBLEMS OF TAX ADMINISTRATION AND WAYS OF THEIR SOLUTION

The subject of this article is a complex and controversial tax administration system, the key role of which in the implementation of the socio-economic and socio-political functions of the state can hardly be overestimated. The effectiveness of the implementation of this system is one of the main directions of the tax policy of the state, which determines the level of profitability of the budgets of the budget system, the stability of a market economy, the welfare of the population, the effectiveness of government decisions. And, of course, do not forget that the measures in the field of tax administration, implemented by the state in the person of tax, law enforcement and customs authorities, provide tax security. The above areas also determine the relevance of the topic. Particular attention is paid to: a formalized system of internal control of tax processes, conducting an effective assessment of internal and external factors at the company level; a risk-based approach to further field tax audits; struggle with one-day firms; ambiguities and gaps in tax legislation, which will allow at an early stage to identify a threat and stop the scheme of illegal tax evasion. The proposals indicated by the authors will allow participants in tax relations in the person of the state and taxpayers to come to mutually beneficial cooperation in the field of control and supervision measures.

This article discusses the experience of creating and developing a retail corporation Walmart, methods and strategies for expanding, penetrating and consolidating in the markets of developing and developed countries. The network strategy includes such terms as maximum assortment and minimum, close to wholesale prices. The corporation is a leader in introducing advanced technologies in retail and e-commerce; it produces related financial services. Bad Walmart experience of entering countries with a different culture turns it into lessons in adapting to country-specific consumer behavior. It is examined how, by relying on low-income buyers, the retail corporation manages to remain in the zone of high profit even in the post-crisis period.
