abstract

The article shows that the existing system of financing health care and pension provision forces working citizens and employers to go into the “shadow”, and with this trend, financing of health care and pension provision will decrease. A mechanism is proposed that allows motivating working citizens to work efficiently and take care of their health, significantly reduce federal and territorial budget expenditures on healthcare and pensions, and accumulate huge long-term financial resources for the growth of the Russian economy and improve the living standards of its citizens.

ABOUT OPTIONS FOR INCREASING THE ROLE OF NATIONAL AUTHORITY IN THE HEALTH SYSTEM OF RUSSIA

abstract

The article shows what should be forbidden to officials of all ranks to ever and anywhere talk about the availability of free medicine in Russia and informed the people. There was no free medicine, there is and never will be, since the whole system is financed from contributions of the working population in various ways, including little-known ones. The largest contribution and the most famous one is deductions of 5,1% of the salary of each employee for the so-called compulsory health insurance (although this is not related to the generally accepted concept of “insurance”). This is the financial basis of publicly available (state) medicine for 100% of the population of Russia. Slightly less transfers to the compulsory medical insurance fund from budgets of all levels for the disabled part of the population (children, pensioners, etc.). And almost all of the attention of society is concentrated on this segment, including all the shortcomings are discussed.

The factors that make palladium an investment attractive asset are disclosed. The authors highlight palladium as the most precious metal growing in price, noting its growing role as an important material for the development of the automotive industry and as a financial asset.

CHINA AND RUSSIA'S INVESTMENT POLICY IN THE TERRITORIES OF ACCELERATED DEVELOPMENT: A COMPARATIVE ANALYSIS

abstract

The article provides a comparative analysis of investment policies that are implemented in the territories of accelerated economic development of modern China and Russia. Based on statistical and empirical data, it is concluded that the tax burden on business in China is not only more sparing, but also more differentiated than in Russia. A particular problem in economic and social development is the taxation system in these territories, as well as those tax benefits and preferences that were originally designed to reduce the tax burden. It is concluded that the value added tax is more depressing for the business than the tax system focused on taxation of final income and consumption taxes, including luxury taxes. A comparison of the tax and customs regimes in the territories of priority development in the Far East gives reason to conclude that these measures will not lead to the indicated positive effects. The experience of the development of the territories of the Far East, Siberia and Transbaikalia in the pre-war period provides grounds for resuscitation of the probation institute and its application in Russia in the territories of advanced development.

The article substantiates the high role of the institution of bankruptcy in increasing the stability of the Russian economy. Based on statistics on the share of unprofitable companies, the high proportion of overdue debt reveals threats associated with the financial and economic instability of enterprises. The author shows that the novelties of the formation of the bankruptcy institution in recent years have yielded certain results, however, the unresolved problems - the low effectiveness of the procedures, the lack of unequivocal recommendations for identifying objective signs of bankruptcy, the lack of a full-fledged bankruptcy prevention mechanism - do not allow the bankruptcy institution to be fully used to ensure stability Russian economy.

Modern society, politics and economics are dynamically transformed under the influence of globalization and regional integration, which is why international authors form a multidimensional flexible policy in relations with their neighbors. In the last decade, the views of world powers have been riveted to the Asia-Pacific Region (APR). For Russia, the central object of interest in the Asia-Pacific region is China, which, despite the slowdown in economic growth, can act as a driver for the revitalization of the Russian economy, characterized in recent years by exceptional fragility and instability. The paper highlights the main problems and prospects for the development of international investment in the context of comparing the national economies of Russia and China. The authors conducted an analysis of the foreign economic activity of the states under consideration, identified the specifics of the structure of the economies of Russia and China, formulated conclusions and suggestions on the issues under study.

ECONOMIC AND MATHEMATICAL MODELS OF FACTOR ANALYSIS OF THE COST OF MEDICAL BUSINESS

This article discusses the main approaches to assessing the value of a business: profitable, costly and comparative. Economic and mathematical models of factor analysis of the value of the medical business have been developed. Using the example of a dental clinic in Moscow, forecasting the results of its activities is made. To estimate the cost of a medical institution, the cash flow discount method and the Gordon model were used as part of the income approach, the asset book value method was used as part of the cost approach, and the market price was determined on the basis of the analogue price adjustment method as part of the comparative approach. By coordinating the costs of the dental clinic obtained in different ways, its market price is calculated. A factor analysis of the cost of a dental clinic in Moscow was performed using the developed economic and mathematical models, the influence of the following factors on the cost estimate was determined: “Revenues from the provision of annual services”, “Share of deductions for the purchase of new medical equipment” and “Number of employees”, calculated elasticity coefficients for assessing the value of the medical business based on these factors. Conclusions are drawn on the degree of influence of each factor. A summary table of the practical results of factor analysis was built and the relative increase in the total cost of the dental clinic was determined.

The article analyzes the mechanisms for implementing the provisions of the Treaty on the EAEU related to the coordination of macroeconomic policies of the EAEU member states. At the same time, mechanisms are identified for enhancing coordination of macroeconomic policies in general and at the level of its individual elements in order to increase stability and competitiveness of the economic systems of the EAEU member states. Multilateral mechanisms are being developed for monitoring and evaluating the economic policy of the EAEU member states and developing recommendations, methodological support for these procedures, as well as developing tools for their implementation.

MODEL OF CALCULATION OF EARNED Wages, DEPENDING ON THE RESULTS OF WORK AND COST OF THE WORKPLACE

The article proposes a new model for calculating wages depending on the result of the employee’s labor and the cost of the workplace. This model allows you to link the contribution to the overall result of both the employee and the employer, as well as to achieve a more equitable distribution of the proceeds from the implementation of the work and services. A simulation was performed showing the distribution of the margin earned by the bond “employee + workplace” between the employee and the employer. The mutual benefit in achieving high labor results and the possibility of a fair distribution of the earned margin between wages, employer profits and investment in improving the workplace are clearly shown.

The article summarizes the results of studies conducted by the authors to improve the effectiveness of the risk management system of a diamond mining company through the use of digitalization technologies on the example of PJSC ALROSA. The possibilities of using blockchain technologies with the D1 Coin cryptocurrency, artificial intelligence, the Internet of things, big data processing to manage the reputation, geopolitical, operational and technological risks of the company under study are considered.
