DEVELOPMENT BANK MODEL FOR FACILITATING ACTIVATION OF INVESTMENT ACTIVITY IN THE RUSSIAN ECONOMY

abstract

Using a wide range of foreign and Russian scientific literature, official annual reports and financial statements, the article examines 20 development banks, divided by global, regional and national according to their primary region of operations. The importance of the effective functioning of development banks for the national economy and the implementation of state investment policy is emphasized. Using the author’s method of analyzing the institutional structure of the country's economy and the main operational and financial indicators of the development banks under consideration, a number of features of their activity and geography of presence are revealed in comparison with VEB.RF, the Eurasian Development Bank, the International Investment Bank and the International Bank for Economic Cooperation, in which The main shareholder is the Russian Federation. To help boost investment in the Russian economy, an authoring model of a development bank is proposed for the development of the Far East and the Baikal region of the Russian Federation as an example of a region of operations for the bank. The main tasks, mandate, functions, capital formation, financing instruments, basic principles of operational work, governing bodies, organizational structure and expected results of the proposed development bank are considered.

abstract

The article assesses the impact of the military component of the policy of the People’s Republic of China in the strategic triangle Russia - China - USA on the implementation of current Chinese policy in Central Asia, the Asia-Pacific, Euro-Atlantic regions and the Arctic. An approach to a comparative assessment of such an influence is proposed, which makes it possible to identify the priorities of Russian policy in these regions. The assessment can be used to substantiate recommendations to the military-political leadership of our country.

The XNUMXth century introduced the ideas of the Enlightenment into the life of European states, under the influence of which Catherine II began to carry out reforms in the Russian government. In search of increasing the efficiency of accounting for state revenues and expenditures in the palace economy, attempts were made to use the “double entry” method. Studying archival materials, the authors analyze the reasons for the appearance of innovation and the impossibility of its wide dissemination in state institutions of Russia.

The article is devoted to issues of relevance and the need to improve state regulation of foreign economic activity. Tariff and non-tariff methods of regulation of foreign economic activity are considered. The conclusion is drawn about the need to create an interstate commission with the aim of developing balanced tariff and price decisions to maintain the economic balance of the participating countries. The indicators of the system of economic security of foreign economic activity are determined. The prerequisites for introducing control over indicators of the national economic system and foreign customs and tariff indicators are considered.

The necessity of replacing the existing significant volume of food imports with products of domestic producers is substantiated. The article considers the relevance of the development of digital technologies in agriculture in general and in agricultural holdings in particular. The main characteristics of agricultural holdings are presented. The possibilities of digital transformation of accounting and control functions are determined by the example of one of the largest agricultural holdings in the Volgograd region - the agricultural holding Helio-Paks. The features of interaction in an agricultural holding were studied taking into account territorial remoteness, economic, organizational, personnel and financial heterogeneity, diversification of capital and assets, degree of motivation and responsibility. The simplification of the possibilities of "digitalization" due to the synergistic effect is considered.

The article highlights the digital development trends relevant to the Russian labor market, affecting the education system, the territorial distribution of labor resources and active labor. Issues related to the implementation of state policy in the social sphere and on the labor market through national projects are examined; with the development trends of the regional economy and labor productivity; the situation of providing regional labor markets with IT specialists for the digital regional economy; identifying trends and prospects for the development of the regional labor market aimed at solving the identified problems. The research results are relevant both in strategic planning of the development of the labor market at the level of the subject of the Russian Federation, and in assessing the effectiveness of the national project "Improving labor productivity and promoting employment" at the regional level.
