Abstract
The concept of a systematic approach in the face of uncertainty is proposed. The main basis of the concept is the regularization of the Bayesian approach (RBA). The methodological aspects of system measurements and cognitive measurement to create a theoretical base are considered. The main objects of system synthesis technologies are given. Among them is a dynamic compact, sys models of dynamic constraints are proposed, system scales with dynamic constraints. Developed examples of cognitive measurement technology on the "info analytics". Practical examples are considered.
