Abstract
The method for evaluating and justifying measures to ensure the readiness of the EMERCOM formation based of the fuzzy cognitive and logic models is proposed. The method consists of the following stages: fuzzy cognitive analysis of the interaction of factors affecting the readiness of subdivisions and formation of the EMERCOM; fuzzy logical evaluation of readiness of subdivisions and formation of the EMERCOM; grouping of measures to improve the readiness of the EMERCOM formation; fuzzy cognitive- logical modeling of the system dynamics; selection of measures to improve the readiness of the EMERCOM formation; implementation of selected measures based on the results of fuzzy cognitive-logical modeling. The method is based on the fuzzy cognitive-logical model, which includes: generalized fuzzy cognitive model for analyzing the interaction of factors affecting the readiness of the EMERCOM formation; cascade fuzzy logical model for assessing the readiness of the EMERCOM formation
