Abstract
In the context of radical reforms, the ways and prospects of the most effective development that improve the quality of life of the population are determined. In these conditions, the government must, through targeted programs, participating as an investor or as a consumer of products, provide assistance in the implementation of projects that contribute to the growth of the regional economy. When developing a strategy, there is a certain freedom in the choice of economic decisions, resulting from the interchangeability of resources, in particular labor and capital. The principles of resource interchangeability are implemented in the construction of economic and mathematical models that include a dynamic rate of technological resource substitution and describe sustainable economic growth.
