Abstract

Purpose of work – to identify the factors that ensure the dynamic development of Russian regions in modern economic conditions, to assess the role of the formation of a new subject of the energy market in increasing the dynamics of the region’s development. Materials and methods. The paper considers the conceptual, economic and legal features of the functioning of active territorial energy complexes and develops a method for assessing the system effects of their creation. Results. For the dynamic development of the regions, it is necessary to stimulate an effective influx of investors, for whom, in addition to the region’s human and raw material resources, tax preferences and the availability of energy resources are important. Tax benefits are already provided by such an institution as territories of advanced socio-economic development. However, the annual increase in the cost of secondary energy resources by an amount exceeding inflation does not create competitive advantages, forcing enterprises to create their own generation. Conclusions. In order to solve the problems described in this paper, the Executive authorities of the constituent entities of the Russian Federation are invited to consider the possibility of reviving regional programs for the development of small-scale energy, stimulating the emergence of active energy complexes in their territories.
