Abstract

Subject. The affordability of housing as a social category characterizes the effectiveness of the state housing policy. Solving the issue of increasing the level of housing affordability is an opportunity to realize the strategic task for the state to improve the quality of life, living conditions, and the well-being of citizens. It is also support for businesses that have invested in the construction industry, and enterprises that are engaged in housing maintenance.
Purpose of the article. Identification of factors affecting housing affordability in Russia. To achieve the goal, it is necessary to solve the following tasks: identify macro factors that can affect housing affordability, based on a review of the literature and other relevant sources on this topic, build a multiple linear regression model and describe the results.
Methodology. While writing the work, the following methods were used: observation, synthesis, analysis, systematization, grouping of data, compilation of a summary data panel, regression analysis. Tools involved in the course of work: Python and related libraries, Google Colaboratory, Excel.
Results. The study demonstrated the dependence of housing affordability on the volume of housing commissioning, population growth rates, total fertility rate, marriage rate, employment rate, the share of the number of families that received housing and improved their living conditions, the number of mortgage housing loans provided, the weighted average term and the weighted average interest rate. home mortgage rates.
Conclusion. Based on a review of the literature and the results of the model, there are currently two most likely options for increasing housing affordability in Russia: by reducing the cost of mortgage loans and providing preferential rates to certain categories of the population, as well as by further improving and increasing the effectiveness of pronatalist policy measures, in particular, maternity capital in Russia and its regions.
