Formation of a New Electoral Paradigm in the Elections of Local Councils of People's Deputies in Moscow in the Early 90s: Strategy and Tactics

Andrey Valentinovich Chernyshev was born on June 26, 1953 in Borovsk, Kaluga Region. Graduated with honors from the Moscow Regional Pedagogical Institute. N.K. Krupskaya (1970 - 1974) with a degree in history and social science teacher. He began his career as a teacher of history and social science at the School of Working Youth No. 85 in Moscow. In 1974 he was drafted into the Soviet Army and served in the Group of Soviet Forces in Germany.

2003 - 2010 — in accordance with the order of the Government of Moscow, he worked as the general director of the only educational and training hotel in Russia. On the basis of the hotel, which functioned on the principles of self-sufficiency, more than 7 students of specialized universities and colleges in Moscow, the Moscow region, and regions of Russia completed their internships.
